Windows Server 2016 installation files are required to be on DVD media and should be bootable. Same as DVD media, USB flash drive is required to contain the Windows Server 2016 installation and be bootable. Network boot requires setting up a WDS server so that Windows Server 2016 is installed over the network.
The clean installation overwrites the existing operating system on a hard disk. The WDS server enables installation over the network. An unattended installation has little or no interactivity with the operating system installation.
